I don't believe concrete-encased connections are supported by the code.
Cadweld connections are. That should be the simple answer.

What i meant of course is not that the concrete should replace the metal 
joint
but in soil the metal joint of clamps oxidate in short time or not?
So the idea is to protect the junction from the clamp/gound wire/ground 
road from oxidation.
Could this be a solution?
