The stacks are at 35/72 feet. I modeled using the HFTA software and 72ft is
the best height for my location and the results start diminishing if I go
higher. 
The current TH7 stack does a great job and I can open and close bands
towards EU. I was hoping that it would get better in all directions when I
start rotating the bottom antenna with the TICring.

Ken,

You dont say what the heights are for the stack.   My inclination  
would be to
replace the upper th7 with the 4 el steppir, keeping the tic ring for  
the lower
unit.

You MIGHT find the th7 you're taking off to be useful, fixed South,  
if your tower
situation permits that, and contesting is your bent.
