Thats not what I mean to do.
Just use an old style Ohm meter, something like the old Simpson 260
or an old Sanwa or something similar. Then use the highest ohm range,
you like to be able to measure 10-20 Mohms or so. Then measure
betwen braid and inner conductor. If it´s say 4-5 Mohms it´s just a
little bit moist and atleast on HF it can be used, below 1-2 Mohms
I wouldn´t put RF to it and if it´s down below 500koms or so it´s
soaked.
IMO this is the fastest and simpiest way to check if you have water
in the system. Just remember if the antenna you have connected at
the far end is DC grounded you have to get to that end and loosen
the cable, i e it has to be a DC open cirquit when you measure.
