Rarely but it can be done with no problem. Tower safety climbs are used
primarily where you have a tower ladder or climbing bolts because the tower
is pretty big and doesn't have a convenient way to climb it. Rohn 25G, etc.
OTOH is very easy to climb.

Yes, that's the safety cable trolley. All safety climbs require one. It
slides up and down but locks when you put some downward weight on it.

I'd do a google search on tower safety climb and that should turn
up lots of info.
I've never seen one on an amateur installation. More expense for a
genetically parsimonious hobby.
