I saw something in the order of what you are talking about done today.  Some
workers extending a concrete stoop in front of a neighbor's house, poured
two large bottles of Elmer's white glue on the old porch/stoop and steps and
then poured a new, larger layer of concrete right on top.  Looks fine to me.

I don't know about "adhesive concrete" but there is "concrete adhesive" 
that is applied to old concrete before new concrete is poured over it.  
Typically it's very similar in composition to white glue.
