I think you would find that that phrase is somewhat out of date in 
modern environmental controls/regulation. It might apply to the 
mitigation of acute effects from small scale hazmat spills, but not to 
larger scale discharges. Something about folks dumping  massive 
quantities of persistent toxins in the ocean, for instance.
