Folks, this is NOT an NVIS antenna. The dipoles are
at .4 wavelength height. That's the equivalent of 80m
dipoles @ 32m or about 100'.
What it IS, is a controlled vertical angle radiation antenna.
They went to great lengths to detune the towers, to avoid
groundwave signal in nearby villages.
At 700kw, I'm sure there were environmental concerns which
played into the design. Both EMI/RFI and concerns about
RF safety.
It's one thing to light the fluorescents in the nearby henhouse
(as VOA Bound Brook NJ did). Quite another to cook the chickens
where they sleep. Or trigger the fears of local germans that it
MIGHT happen.
