That isn't necessarily true, as the discussion on this reflector just a
couple of weeks ago illustrated. There are other real life factors
beside ground resistance that can affect the real part of the feedpoint
impedance of a vertical over a good ground plane, even at resonance.

Although EZNEC doesn't model absolute values for wires close to ground
very well, it is even possible to view the impedance effects of some of
these other factors (asymmetrical radials, asymmetrical feedpoint, etc)
on a relative basis by running A versus B comparisons. In real life
this could also include non-uniform ground conditions under a physically
symmetrical radial field.
