Bob,
The 46 foot figure refers to a second bracket at that height (46 feet). The
tower requires two brackets. So, the line you are reading is for a 60 foot
tower which is bracketed at 23 feet and 46 feet.
I am surmising that if you had only one bracket at 23 feet, you could go 16
feet above that and get the 24.7 SF (round) rating. Essentially, bracketed
at 0 feet (the ground) and 23 feet for a total of 39 feet.

I just purchased a 75 foot Rohn 45 and TH 11 that is currently guyed. I
would
like input on how high I can go with the tower with a bracket at 23 feet.
The
charts for Rohn are a bit confusing to me, but I believe that I would read
it
that I could have 46 feet of tower above the 23 foot bracket for a total of
69
feet. Assuming an 80 MPH installation I should be able to assume 24.7 Sq Ft
of
antenna area. Am I reading the chart correctly?
Thanks
Bob
