Just get a cap from a paint can and use Silastic RTV (TM) to stick it in
place. Force tennis ball or squirt foam into the bottom, but leave, or add a
drain hole. This will keep the wasps/mud dobbers from building nests which
is the big problem around here. It'll also keep the rust stains off the
rotator.
Whacking a bolt with a wrench to get it loose and discovering you have also
loosed several hundred to several thousand wasps while working on top of the
tower is mighty inconvenient. Those little suckers are downright
unnerighborly. Short tempered too.
My cat and a couple hawks have not been able to make a dent in the bird
population and they are all well fed.
