No, because you are using your receiver S-meter, which needs
agc to drive it. It helps though to have the nearby ham
adjust his power so that, with your antenna pointed away, he
is about S2, or whatever it takes to overcome your local
noise. It also helps to do the measurement at night, when
the bands are dead.
