Gerry Burke, in a report on NEC-3I (which models insulated wires), makes 
the comment that a variety of techniques provide accurate and consistent 
results for wires near resonance (he gives an example where the bare wire 
is resonant at 0.47wavelength, and the insulated wire is 
0.42wavelength).  He further comments that the differences increase a lot 
near antiresonance.

The take-home interpretation of this is that if you are modeling things 
like dipoles at twice their resonant frequency (e.g. in a multiband fan 
dipole), one should watch out.
