Yep, many of people filter our email, and mail to lists gets put into
a mailbox with a lower personal priority. If the response should
really go to both, then I send to both, such as when I answer a
particular question with facts.

I sometimes *choose* to send a reply to the sender in addition to
the list a if they are like me they do not read everything on the
list, the concrete issue being one. I only read the ones that look
interesting, or where I've had some experience.
