It means that when the drum is empty you can pull 2500 lbs. with the
winch. When the drum is full of cable you can only pull 1500 lbs. with
the winch.
You have more mechanical advantage with an empty drum than with a full
drum. In other words the full drum has a longer lever pulling on the
cable than it has with the empty drum so it takes more effort to turn it
with a full drum. The gears have more stress on them with the full drum.
Think of the cable at the drum attached to a lever that is say 3" long
with a full drum (6" diameter drum of cable). With an empty drum that
lever that the cable is attached to will be only a 1/2" long or so 1"
diameter drum now.
