You need to get some help from your local ARRL volunteer counsel.
A 27' height limit is NOT the 'reasonable accomodation' which is
required by PRB-1.   Instead, it is a "you can't do that here"
statement.  

I recommend you get with ARRL...get their antenna ordinance package,
and get acquainted with your local volunteer counsel.  

Also...a good bit of patience will serve you well, so take a deep
breath.  

The best approach here is one which is professional, reasonable,
unemotional and unthreatening.  Whether you can do this yourself, or
if your ARRL volunteer can better handle it is a matter of judgement.

I would also recommend that you pick the brains of other local amateurs
who have experience with adjacent communities, or possibly with the same
code official who blew you off.
