I have the exact same tower, a 21-40 and have climbed it many times. It had a
tailtwister rotor and a 10 element log periodic on it. We walked it up with
nothing on it. Looking back I think we could have managed walking it up with
the rotor and mast, but not the log. Just be careful is all(same with any tower
install).

You'll have a tough time walking up a 40' tower with the rotor, mast and
antenna weight on top. I have a 70' Universal tower that I have climbed
numerous times and I installed the rotor, mast and antennas after it was
erected. They do bend a lot and can be scary to climb, but your proposed
tower should not be too bad.

I am thinking of installing a Universal Tower 21-40 with a F12 C-4XSL on
top.
After reading the on-line installation instructions, I am lead to believe
that
all antenna fitting is to be done on the ground then the whole thing
"walked"
to the vertical. Does this mean the tower is NOT meant to be climbed after
it is erected? Anyone out there have one of their towers? Experiences?
