The weight is not an issue, the wind load is. You did not mention if there
is any support for the tower below, such as a house bracket. I assume there is
not since you are using a hazer.
The answer, and anyone on the reflector who knows towers is going to give
you, is you should not do it without guy wires. Rohn 25 is not meant to be
self-supporting at that height. As a matter of fact, it is not meant to be
self-supporting at the height you have it at now, according to the Rohn book.
