There's more to it than single measurements. It's a 3-dimensional
problem. For instance, if the power lines are 60 feet ABOVE the top
of the tower, it's very unlikely that the tower will touch the wires
(assuming that the wires stay up!)
My 55 foot tower with a 2 element shorty-forty on it has its base
about 40 feet from a power pole. The tower can collapse in any way
it chooses, and nothing will get closer than a few feet from the
power lines.
