Tony's right...I forgot to add in the price of a
warc antenna, coax and/or antenna switch. Probably
brings it to a wash. Which makes the steppIR convenience
and performance almost free.

I think it would be more valid to compare the 3 el
SteppIR price ($1200) against the C3 ($700).
The price of convenience and flexibility is thus $500.
Not that I'm trying to talk you into anything.
It's still a question of price/performance/convenience.
