Any other ideas? To rule out bad connections, you can connect a DC ohmmeter between the 10 meter and 15 meter capacitor shells. You should see less than 0.5 ohm (after subtracting ohmmeter lead resistance). This one measurement checks all of the troublesome connections for each element half. You can also measure the resistance across the two halves of the rear driven element. This measurement checks all the connections through the phasing straps, matching section and balun (which shows a DC short). Here again you should see less than 0.5 ohm.
