You are not going to be able to meet those requirements with Rohn 25.
The old data I have (1988) shows no capacity at 90 MPH with any more
than 14 feet above the top house bracket. Even at 70 MPH, 34 feet
above the top bracket is rated for only 1.7 sq. ft.
