I have heard 28 days is more than 90 percent strength, and never reaches 100
percent cured.

Without additives, 28 days til 50% strength. Years until anything
approaching 90%. You should consider at least 7 days before putting mush
stress on it, it's still green for several days. Cold temps will delay it
even more. Even if it's stressed before it should be, and doesn't crack,
does not means it hasn't been damaged and will later fail. How long do you
expect this install to last?
