Only under inclement conditions where the antenna is
actually discharging corona. Otherwise, it is just mostly
installation luck.

A closed loop antenna does not have points sticking way out
like a dipole (hence streamers in the loop form at higher
charge levels). If it does have corona although it would
still be noisy it is unlikely to be at a high impedance
point that would maximize noise.

I doubt many people would notice the real difference, so it
is probably either that the guy got lucky and the antenna
nulled whatever noise he had or more likely just
psychosomatic improvements.
