If you think about it, losing a bolt from a tower leg is not really a big
deal. The weight above is more than sufficient to keep the section in place
except perhaps during a tornado, and then it wouldn't make a significant
difference anyway. BTW, I have never heard of a bolt coming loose, with or
without lockwasher. I suppose if you are paranoid, you could buy nyloc nuts
to replace all the regular galvanized nuts.

Or, an even better solution, since lockwashers are no guarantee of the nut
remaining tight, particularly under vibration, how about using a
threadlocking adhesive (example: Loc-Tite). Use the one that doesn't
require heating with a torch to get the nut off, though.
Lockwashers are definitely not "set and forget", unless your hardware cold
welds or rusts solid. The latter would be more likely with a lockwasher that
would penetrate the zinc galvanizing, too.
