It depends on how close it is to ground.
In practical circumstances, doesn't the shape of the strap -- that is, how
many bends, and how sharp -- have as much or more effect? I'm assuming
that we're talking about a lightning ground here, so that the rise-time of
the pulses will be VHF-ish.
