Ken, I have an old W-51. The short stand-off is on the lowest section and the longest is on the top. They are set (in reference to a compass heading) to allow for the cable to 'loop' when the tower is nested. The W-51 is a 3 section, and I have one on each leg, each stand-off is pointing at the same heading.
