As opposed to what?
Yes, the rebar cage needs to be assembled somehow and tying the rebar
together with tie-wire is the way to do it. Do not weld the rebar unless you're
very sure of the rebar material and how to do it properly.
To answer your previous concrete question, normal tower specs call for
3000 psi concrete. To speed construction up, I'll order 4000 psi (moderately
more expensive) and then it'll cure to 3000 in a day or two. You don't have to
wait to erect the tower that way.
