A couple ideas...
1. Rent a transit. Local sellers of transits (survey shops) often rent
transits. They are not the latest and greatest, but you don't need that
sophistication.
2. Call the local unions of carpenters and surveyors. Ask to have
something laid out for Amateur Radio Emergency Communications. They
might just do it for nothing.
3. Call the architectural and surveying departments of local
colleges/universities. Explain your need. They might do it for the
experience.

Installing several towers and wondering what's being used to verify Guy
anchors are 120 degrees from each other from the base point.
