When tuning while transmitting, tune to minimum reflected power. As it approaches zero, you may go to maximum sensitivity or low power on the meter, but remember to turn it back to high power so you won't peg the meter later. Try this; you may find it works well for you. It is not necessary to get the lowest possible reflected power; get it low enough to assure the SWR is under 1.5:1 or 1.3 if you are real fussy.
