I have one of these too. It is a FALL ARREST HARNESS, not a climbing harness.
The tether has a folded/pleated assembly inside a "tube". It's the tether
that shouldn't be reused, not the harness. The folded part of the tether goes
to the harness, the other end goes to a solid structure high enough to keep
you from hitting the ground or other obstruction. The folded assembly acts as
a shock absorber to slow you down a bit slower than a solid line would if you
should fall.
Hang on to the tether; when you get your climbing harness you can still put
it to good use.
