Most manufacturers  "tried" to use ~5dB as an S-unit, not six.

Six dB was NEVER an industry standard, as a matter of fact there 
never was any industry standard by any sense of the true meaning of 
"standard".

Almost no receivers, except a few DSP based systems, are linear and 
hold the same dB/S unit over the low end of the scale...although many 
are reasonably close to 3-6dB per S-unit near the middle of the 
scale.
