Yea Verily Yea !!
Had a very similar experience at this qth. I went to the city for a building
permit. I was informed that since it was NOT a building I did not require a
permit but that I should check with zoning. Zoning said it was Not within
their purview either.
A month later I recieved a call from the same man who had told me I did not
require a "building permit" telling me to stop building the tower, that he
had received a complaint from a neighbor. I went right to his office, he
remembered me and when I reminded him that he had earlier said a permit was
not required and that I had checked with zoning also, he said OK you may
complete the tower and that the city would give it a "courtesy inspection"
when it was done.
at that point I said, I would like to obtain a permit so lets call it it a
tower "building" and issue permit for that. The tower building was signed off
on by both zoning and building. They issued it, both signed it and as far
as I know its the only permit ever issued in Chesapeake Virginia.
That permit is somewhat faded now but proudly on display in its frame in the
shack
