In my opinion I'd play it safe.  Get a permit.

Erection of an unlicensed tower  could result in  both criminal and civil 
actions and a permit, obtained after an engineer signs off on the plans, is 
the safe way to go.

Sneaking one up possibly will lead to consequences which are best not incurred.
