High SWR *everywhere* is the classic symptom of something bad in the
feedline; i.e. coax, balun, connector, or weatherproofing.

A 20 year old Mosley is sort of an iffy proposition in the first place.
For free, you might be getting what you pay for.
Do you have to remove the antenna? BE VERY CAREFUL! DO NOT do anything
unless you're completely comfortable with the integrity of the tower system.
If it's 20 years old too, it might be in the same shape as the antenna -
which ain't good.
