Yes, it might be a good question for that reflector. But I was asking
one particular guy who seems knowledgable and who had just opined on
this list about this topic. I did not pose it as a general question to
the whole list. I did assume, however, that there might be some
interest in the answer among the subscribers to this list.
I'm not really interested in the law on this in any detailed way, I'm
interested in practical stuff that might help keep towers in the air in
the face all manner of attacks - wind, corrosion, neighbors, whatever.
