Now Now Stan.  It could be perfectly OK.  He may have blocked the telescoping 
sections at the
bottom.  I have a multi-level structure that I built last year that resides 
inside the tower and
each telescoping section comes to a stop on its "rest".  I think they call 
these "nesting
structures".  So I climb mine and it won't move even a fraction of an inch - 
even if the cable
were to break, which it won't since it's unloaded in that configuration.
On the other hand, I happen to know that the principals of several of the most 
famous antenna
manufacturing companies climb crankups routinely without any blocking.
But I don't.
