A 500 ohm pot is in the rotor and connects to pins 2 and 3 on the box.  If
the pot goes open (or the cable) it will max out at one end. Sometimes they
stick there and you have to move the indicator back.  The circuit design in
the 400 allows R1/Q1 or R2/Q2 to burn out if the control box is "ON" with no
500 ohm pot (or rotor) connected but this is another issue.  HOWEVER this
has NOTHING to do with the rotor movement. The rotor circuit is completely
independent - a switch and 1 AC capacitor so  you should get 28 vac between
pin 6 and 4/5.  If the cable is good and the cap isn't bad, there isn't much
else to check.

Since we are in Canada, it isn't of much help I guess, but we (Alfa Radio in
Edmonton Alberta)  certainly don't consider the control box (again the
G-400RC has been my experience) as something hard to work on.
