PolyPhaser has the answer to that one.  Horizontal ground
rods and very wide copper strap radials that "arc and spark"
the surge into the rock.  Usually rain accompanies thunder
and lightning and wet rock is "conductive," at least
compared to dry rock.

Heck, just out of pure curiosity, what if you have two or
three feet of dirt
and solid rock under that in the vicinity of the base of
your tower, like at
my place? Solid rock doesn't make a very good ground, not to
mention
impossible to drive a rod into. The specs are nice, and
should be followed
where possible, but common sense must eventually prevail.
Unless you are
building something for the gubmint, of course. That being
said, I still
don't think angle would be a very good deal, unless it was
galvanized, and
even then copper coated rod is better and not that expensive
at around $5 or
so each. I cut them all in half and put them in at about 4'
each (11 of them
in all) and connected them all together in a matrix using
copper strap. The
rub is when you start looking to buy 1-1/2" or 2" copper
strap to connect
all those rods together, and get sticker shock!
