It really depends on your definition of "best" is.  General coverage,
directional, and is it going to be used for both Tx and Rx, etc.  The mast
is long enough to put up a vertical dipole and pull the feedline off to one
of the guys.  

You could do a delta loop or a set of slopers with a switch for directional
control or a lot of other wire type configurations.      I don't think you
will get an agreement on "best".

I've always had very good luck with delta loops on the low bands.
