The ground rods (if that's what you mean by copper pipe) should be closer
to the tower.

Don't have any idea what you mean. Without knowing what kind of tower
we're talking about, I don't have any idea what the proper base size is.
I don't know what "plastic pipe thru base legs" means or what good a
"pocket" of limestone will be. I've never heard of either method being
applied to a tower installation.
