Have you ever tried to disassemble a tower with deformed legs from
overtightening?   A   ROYAL   PAIN !

The ONLY purpose I can see for the nuts is to keep the bolts from
falling out.  The bolts hold the legs together.  I doubt that tightening
them increases this function by any significant amount.
