     Do you know this for a fact? Are you an engineer and have verified it? 
Yes, there is some engineering overhead (safety factor) built in to all 
towers but it's not that high. Plus it doesn't take much of a windspeed 
increase to eat up that overhead. Your comment represents "hip-pocket 
engineering" and is not good advice.

       After taking into account tower capacity, county windspeed and budget.
