Aha! I always wondered what the CivE's that took "Concrete II" studied!

Now, what is the correct way to keep a something like, for instance,
the base of a free-standing tower moist? Assume a 2 to 4 yard block
concrete where only about a 9 to 15 square foot surface area is 
exposed?  Is spraying the top with a garden hose every day or so
going to be enough?

Concrete does not "dry," it undergoes a reaction called hydration,
which requires water. The longer you can keep the concrete moist,
the longer it hydrates, and the stronger it gets. If it dries, then the
reaction stops and it stops gaining compressive strength. The
concrete manual I have shows the graph of compressive strength
versus time for wet-cured concrete, data points as follows:

Days    Strength
-------------------------
3        25%
7        60%
28    100%
90    120%
180  125%
