Hi Mike and all others:
The cold galvanize spray and bulk paint was pioneered by LPS. Rust-oleum
and other paint companies now market this paint. Here in the Atlanta area
Home depot and WW Grainger stock it. For heavy rusted metal surfaces the
Rust-oleum product "Labor Saver- Rust Reformer" bonds and melts into the
rust. It's cost is high, but the results are fantastic.
