Bill, the equipment you are talking about is called a capstan drum,
basically like on a sailboat.
Cesco has a couple of versions, for around $12-1500.00.
They come in gas and electric, (gas is too noisy) but maybe you should
rattle Matt about which make/model he's got, then tell us!
An older tower-climber around here, made his own out of a 36 VDC golf cart
motor, but like everything else, the question of whether it was OSHA
APPROVED ended up dominating the question of safety. (Even though the guy
has been using it successfully for about 5 years now).
