Rebar doesn't rust in concrete because is has no oxygen supply.
When the large concrete pipe sections which are used for drainage,
sewage, and water supply transmission are built they first contain a
steel coil core that is welded together as a spiral wrap like the core
of a roll of toilet paper, then wrapped with continuous rebar from one
end to the other for strength. Immediately thereafter it is sprayed
with a slurry of morter like gunnite and then is sprayed inside and out
with concrete until it reaches the correct dimensions. All this is done
while the pipe is on a large lathe type device and is turning.
The above is done for only one reason and that is to prevent moisture
from the air from attacking the steel core and rebar reinforcing.
Concrete pipe is actually reinforced steel with a concrete rust
protection system for protection.
Without sufficient oxygen the moisture/water can't cause a problem.
