Have you, at a minimum, tried a good quality low pass filter? It may be
able to attenuate some unwanted products and since the problem
(neighbors) won?t be rectified without you working on their system, it?s
worth a try.
The B&W FL10/1500 low pass TVI filter is pretty decent.
