yes, there are regulations governing radio noise from power lines.
i don't have the references here, but could dig them up at work. i
believe the best regulations are the fcc's, but they are of course
aimed at broadcast interference (measurement taken near the line
at about 1mhz is one i remember off hand). there may also be state
regulations, as well as regulations from other agencies concerning
audible noise, ozone generation, magnetic fields, electric fields, etc,
etc, etc... a virtual ocean of regulations, well at least a couple big
boxes that we have collected in a recent search.
these regulations apply of course only to the u.s.a., other countries
may have different regulations or limits.
