Regarding WA7BNM's observation on filling pipes with concrete:

I believe that the 35% increase in strength for filling a pipe with
concrete is due to the concrete stabilizing the shape of the pipe and
preventing it from buckling.  Unreinforced concrete has poor resistance to
bending, but resists non-bending compression fairly well.  Think of the
pipe as "external rebar" to the composite steel/concrete structure.  The
concrete also serves to damp vibration, but that doesn't really affect
this application.
