Never seen one on Rohn tower that high up (more correctly, I've never heard
of one that I high up, cuz I don't climb). Whenever I see one at ground
level, it is usually a freeze crack from water collecting inside the tower
leg (common in very humid environments).
DON'T touch it with a welding rig. You will change the chemistry of the
metal. I would slit a piece of steel tubing and clamp it in place with
u-bolts.
